Job Description Military Family Life Counselor (MFLC) – Child and Youth Behavioral (CYB):
The MFLC Program was established to expand access to confidential counseling and reduce the barriers and stigma often associated with seeking counseling support. Due to past and present deployments of U.S. Military Service members to locations such as Iraq, Afghanistan and other areas of world conflict, Military members and families may be subject to extreme stress. The stresses of Military life are complex, requiring a wide range of problem solving skills. The DoD recognizes these difficulties and is committed to providing the necessary counseling support.
The MFLC Program provides in-person, confidential, non-medical, counseling services in support of the MFLC program, to support all Active and Reserve component Military Service members and their families, including severely injured Service members and their families. The non-medical counseling services shall be provided by licensed or certified counselors. The CYB-MFLCs provide in-person, confidential, non-medical counseling services that benefit military children. CYB-MFLCs play a key role in giving military children the support they may need during some of the more challenging periods of military life. The overall goal is to give the military child, as well as the rest of the family, support through difficult situations.
Non-medical Counseling Services: The CYB-MFLC counseling modalities consist of individual, family, couples, and groups. Services are delivered “just in time,” when and where they are needed using a “walk around/coaching” approach. CYB-MFLC counseling services are confidential. CYB-MFLC counseling support will provide services to Service members and their families to include following. All services provided are highly confidential.
• Provides client tracking of services performed and referrals made using appropriate reporting system.
• Identifies family needs and provides a "get-well" plan in compliance with non-medical counseling scope (psycho-educational).
• Provides face to face non-medical problem-solving counseling to families when other resources are not available and makes appropriate referrals and warm transfers to military and community resources according to the needs of families and service members.
• Provides MFLC response to critical incidents, surge and on-demand events, and special requests as directed by the POC and approved by the OSD program manager.
• Manages duty to warn and restricted reporting situations according to DoD protocol and staffs the cases with Regional Supervisor/Regional Director.
• Communicates with Regional Supervisors and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations to which they are assigned.
• Participates in regular in-services/training, Quality Improvement committees or other contract activities as assigned/appropriate.
Outreach and Awareness:
• May advise on curriculum development for delivery of service and in response to new presentation requests from military leadership.
• Develops and/or uses approved training and education programs and materials and advises on requests for new or revised presentations by military leadership.
• Coordinates consultations with Commanders or with another provider or staff (Family Center Director, chaplain, Principal, School Liaison Officer, teacher, Camp Director etc.) about how to enhance resiliency, conducting briefings and presentations, or providing referral resources to a participant outside the context of a counseling session.
• Interacts with children and parents from the larger military community and Child and Youth Services (CYS), during special events, parent groups, and center activities.
CYB-MFLC Rotations Available (CYB-MFLCs will be assigned based on the needs of the support activity): General CYB-MFLC Rotation, Embedded CYB-MFLC Rotation, School CYB-MFLC Rotation, CDC CYB-MFLC Rotation, Surge-CYB-MFLC Active Duty, Surge- CYB-MFLC National Guard/Reserves, On-Demand-CYB-MFLC, Long Term Camp Support-CYB MFLC, Short Term Camp Support- CYB MFLC.
Travel: Travel may be required in order to accomplish mission goals to include evenings and weekends with the ability to use all modes of transportation. This position requires access to US Government facilities and systems.
Required Skills Master’s degree from an accredited graduate program in a Mental Health related field such as Social Work, Psychology, Marriage/Family Therapy, or Counseling; a valid unrestricted counseling license/certification from a State, the District of Columbia, a U.S. Commonwealth, or a U.S. Territory that grants authority to provide counseling services as an independent practitioner in their respective fields; and demonstrated counseling competence preceding their employment with the MFLC Program.
Specialized Work Experience and Training:
CYB counselors must have proven experience and qualifications in working with children, working with family programs and/or advocacy services, Military or civilian social service agencies, and/or are a Military family member with full understanding of the Military lifestyle. Possess advocacy knowledge, skills, and abilities listed below:
Working knowledge of Military, state, federal, and local resources; Understanding, sensitivity, and empathy for Service members and their families; Ability to develop trusting helping relationships; Ability to work effectively with individuals and Families from diverse racial, ethnic, and socioeconomic backgrounds; Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense. Work independently to develop, implement, and evaluate safety and intervention plans to meet individual and Family needs; Ability to work cooperatively with Military and civilian medical, social service, law enforcement, and legal personnel on behalf of Service members and their families.
Must be a U.S. citizen, and must speak fluent English. A valid driver’s license, auto insurance and reliable transportation to travel to assigned locations and nearby facilities is required.
